We hereby give Our sanction to the amendment of the Regulations, etc. governing the organization of the Ministry of Welfare and cause the said Ordinance to be promulgated.

Imperial Ordinance No. 248
Article 1.
The following amendments are made to the regulations governing the organization of the Ministry of Welfare:
In Article 2, Item 4, "Institute Attached to Ministry of Welfare" shall read "Institute for Population Problems".
In Article 10, in the part of Welfare secretaries, "regular officials 189" shall read "regular officials 190", in the same Article, in the part of Welfare technical officials "

" shall read "

".
Article 23
"Institute for Industrial Safety" shall be established in the Ministry of Welfare, and investigation and researches concerning the prevention of disasters in factories and working places and fostering and training of technicians pertaining to the prevention of disasters in factories and working places shall be administered
Chief of the Institute shall be appointed to "Institute for Industrial Safety" and a Welfare technical official in second rank shall be appointed as such.
Article 2.
The following amendment is made to the regulations governing the organization of the Committee for Liaison for the Relief of Repairiates:
In Article 2, Paragraph 2, "Vice-minister of Welfare" shall read "President of Repatriates Relief Board".
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
