I hereby give My Sanction to an Exception to the Welfare Pension Insurance Act and the Sea-men Insurance Act for which the concurrence of the Imperial Diet has been obtained and cause the same to be promulgated. The retirement allowance under the provisions of both bodies of Article 48, Paragraph 1 of the Welfare Pension Insurance Act and of Article 46, Paragraph 1 of the Sea-men Insurance Act shall be paid for the present, even if a year does not elapse, after the disqualification of the insured. Supplementary Provision: The present Act shall be enforced as from the day of its promulgation.
